On September 2, reports indicated that the CAC has initiated the second phase of its targeted campaign, “Clear and Bright: Rectifying Chaos in AI Applications.” This drive primarily focuses on addressing key issues such as the generation and dissemination of false information through AI technology, the spread of violent and vulgar content, impersonation, and the infringement of minors’ rights. Cyberspace regulators have called on local authorities to step up rectification efforts, requiring website platforms to thoroughly eliminate illegal and harmful AI-generated content, and to legally investigate and penalize accounts and mobile applications that fail to comply. The goal is to rein in the disorder surrounding AI-generated and synthetic information, and to foster the healthy and orderly development of AI applications. So far, over 5.61 million pieces of illegal or non-compliant information have been removed, more than 49,000 accounts have faced penalties, and over 2,400 non-compliant websites and applications have been addressed. Looking ahead, cyberspace authorities will evaluate the effectiveness of these governance measures, keep abreast of AI development trends, remain vigilant against emerging risks, swiftly prevent the misuse of AI technology, and create a favorable environment for AI’s innovative growth.
