The General Office of the Shanghai Municipal People’s Government has unveiled the ‘14th Five-Year Plan’ for the Development of Strategic Emerging Industries in Shanghai. This plan outlines strategies to expedite the cultivation and development of innovative drugs boasting significant intellectual property value. It proposes the establishment of a robust mechanism for the discovery and selection of innovative drugs, leveraging AI models to aid in predicting clinical success rates, and fostering the advancement and transformation of innovative drugs bolstered by high-quality medical and clinical research data. The key areas of development are as follows:

• Innovative Drugs with High Clinical Value: The plan emphasizes the promotion of AI technology applications in target discovery, molecular generation, and efficacy simulation. It supports the research and transformation of drugs featuring novel mechanisms, thereby enhancing their clinical value.
• Intelligent High-End Medical Devices: Efforts will be made to support the development of miniaturized proton therapy equipment and flexible surgical robots, while also addressing critical component materials to ensure their technological advancement and reliability.
• High-End Pharmaceutical R&D and Medical Services: The plan supports Contract Research Organizations (CROs) in constructing AI-assisted drug development models and automated laboratories. It encourages Contract Development and Manufacturing Organizations (CDMOs) to expedite the adoption of advanced processes and enhances the convenience of international medical insurance settlement and medical treatment procedures.
