On August 24th, the China Payment and Clearing Association unveiled the Self-Regulatory Pact for Intelligent Agent Payment Applications, with the aim of fostering the secure and standardized integration of artificial intelligence technology within the payment and clearing sector. This initiative is designed to mitigate technological security risks and safeguard consumer rights. Following extensive consultations with member organizations, the pact underwent review and received approval at the second session of the fifth Standing Council of the Association. It has now been officially published and is in effect.
The pact stipulates that intelligent agent payment applications that encompass core payment business operations—including account management, transaction processing, and fund clearing and settlement—must be executed by licensed entities. These entities include banking financial institutions, non-bank payment institutions, and clearing institutions. Member units are mandated to uphold the principle of "the provider of payment services bears responsibility," thereby assuming primary accountability for the security of user accounts, transactions, funds, and information.
