On August 19th, the Shanghai Municipal Science and Technology Commission released the '14th Five-Year Plan and 15th Five-Year Plan for the Development of the Shanghai Zhangjiang High-Tech Industrial Development Zone'. The plan proposes focusing on key areas such as computing power, large models, corpus data, scientific intelligence, and applications, using Zhangjiang Core Park, Xuhui Park, Caohejing Park, and others as demonstrations to create an AI-leading industrial cluster. The plan also emphasizes enhancing intelligent computing capabilities, breaking through disruptive technologies such as optical computing and brain-inspired chips, building an autonomous computing power system, and establishing the Pujiang Public Computing Power Service Platform. Meanwhile, efforts will be made to develop the next generation of large models, promote the advancement of large models such as brain-inspired computing, construct the Model Speed Space and Zhangjiang AI Innovation Town, and support the adaptation and ecological integration of multimodal large models with domestic computing power.
