To expedite Guangzhou’s transformation into a national pilot zone for the innovative development of next-generation artificial intelligence and a vanguard in this field, while fostering the deep integration of AI with the economy and society and nurturing new high-quality productive forces, the "Regulations on Promoting AI Development in Guangzhou" are slated for a third reading and vote in October 2026. The "Exposure Draft" centers on two pivotal production factors to enhance infrastructure and resource provision. In the realm of computing power infrastructure, the municipal development and reform authority will spearhead efforts, collaborating with multiple departments to orchestrate a coordinated planning approach. This will involve setting phased construction milestones, refining the computing-power-and-electricity coordination mechanism, and strategically positioning supercomputing centers, urban edge intelligent computing nodes, and industrial intelligent computing clusters. Such measures aim to achieve a green, efficient, and balanced distribution of computing power resources.
Simultaneously, a city-wide unified computing power coordination and scheduling platform will be conceptualized and constructed. This platform will explore market-oriented trading of computing power resources, facilitate the interconnection, flexible scheduling, and sharing of diverse heterogeneous computing power, and offer inclusive computing power support for AI applications.
