On August 16, news emerged that the Fujian Provincial Government has recently unveiled the "15th Five-Year Plan for the Development of Emerging and Future Industries in Fujian Province." This plan aims to propel the growth of nine future-oriented industries, with a special emphasis on the artificial intelligence (AI) sector. It outlines the comprehensive execution of the 'AI Plus' demonstration project to foster the seamless integration of AI across diverse fields, including industry, healthcare, education, and human resources and social security. The plan backs the innovative application of AI technologies throughout the entire lifecycle, from R&D design, pilot trials, production, and marketing services to operational management.

In terms of infrastructure development, the plan advocates for the swift construction of a unified provincial computing power network. It calls for the advancement of public intelligent computing centers in Fuzhou, Xiamen, and Zhangzhou, along with the strategic placement of edge computing nodes. Simultaneously, it seeks to reinforce and broaden AI pilot testing sites and collaborate with national strategic scientific and technological forces to forge an AI for Science platform.

Regarding data elements, the plan introduces the 'Data Elements ×' initiative, which involves the creation of high-quality datasets in pivotal domains such as government affairs, healthcare, and oceans. It promotes the growth of provincial data annotation bases and the establishment of a service system for data resource development.

To nurture a conducive AI development ecosystem, the plan proposes the high-standard construction of provincial AI industrial parks and clusters in Fuzhou, Xiamen, and Quanzhou. It aims to systematically cultivate 'AI Plus' enterprises, support the joint establishment of innovation platforms, address key technologies like intelligent chips and core algorithms, and encourage AI-centric entrepreneurship and organizational innovation. Furthermore, it encourages various regions to delve into the creation of cost-effective, open OPC1 innovation communities, offering services such as prototype development for specialized sectors.
