The General Administration of Customs has announced its commitment to propel the modernization of customs operations during the '15th Five-Year Plan' period. This will be achieved through the combined force of 'institutional innovation' and 'technological empowerment,' focusing on three key areas: regulatory frameworks, operational efficiency, and supervisory models, to bolster the nation's trade prowess. Concrete steps encompass advocating for the amendment of laws and regulations, such as the Customs Law, to forge a more competitive regulatory regime; adopting embedded and in-line regulatory strategies to streamline operations and boost efficiency; and expediting the development of smart customs infrastructure. The goal is to outfit more than 90% of ports with intelligent inspection technology by 2030, enabling intelligent image review and establishing smooth customs clearance as the standard, thus laying a solid foundation for high-caliber development and advanced openness.
