Recently, the Cyberspace Administration of China, working alongside the Ministry of Education, the Ministry of Industry and Information Technology, and the Ministry of Human Resources and Social Security, unveiled the ‘2026 Action Plan for Boosting Digital Literacy and Skills Across the Nation’. This document sets out 15 crucial tasks spanning six key domains: First, enhance the digital literacy development framework, bolster the availability of digital resources, and diversify avenues for improvement; Second, intensify the creation of digital application scenarios, elevate digital proficiency in both personal and professional contexts, and foster innovation in the digital realm; Third, raise artificial intelligence (AI) literacy for everyone, facilitate AI integration in education, speed up AI talent development, and expand its broad application; Fourth, promote inclusive and fair digital growth, advance the development of an accessible digital information landscape, and initiate digital public welfare initiatives to assist the elderly and serve the wider community; Fifth, establish a secure and well-ordered online environment, encourage civil and lawful internet use among the public, raise awareness about cybersecurity protection, and support the safe and regulated advancement of AI; Sixth, refine collaborative working structures, strengthen multi-stakeholder partnerships, and deepen international dialogue and cooperation.
