On May 28, a reporter obtained information from the State Administration for Market Regulation (SAMR) indicating that the SAMR, in collaboration with the National Development and Reform Commission, has recently jointly issued the "Guidelines for the Construction of an Artificial Intelligence Metrology System and Capabilities (2026 Edition)". The "Guidelines" systematically chart the course for developing AI metrology capabilities, focusing on six key areas: foundational support, general technologies, core technologies, metrological technical specifications, metrology services tailored to industries, and the intelligent enhancement of metrology practices. They are designed to tackle industry-wide challenges such as the opacity of algorithms (often referred to as the "black box" phenomenon), the lack of interpretability in decision-making processes, and the scarcity of data. Moreover, they aim to empower 14 critical sectors, including intelligent manufacturing, smart healthcare, and intelligent transportation.
To address the issue of the algorithm "black box", the guidelines emphasize the need for breakthroughs in key technologies, such as the internal state monitoring and characterization of AI systems. They advocate for the establishment of reliable, safe, and trustworthy metrological standards, ensuring that the performance of AI technologies is "measurable, comparable, and traceable". Furthermore, the guidelines propose the creation of datasets with superior metrological attributes and the establishment of a foundational resource-sharing mechanism. This mechanism is intended to dismantle data silos within industries, facilitate secure data exchange, and offer precise data support for the training and evaluation of AI algorithms.
Moving forward, relevant departments will set up multiple R&D and application centers dedicated to AI metrology technologies. They will launch pilot projects in key areas, develop application scenarios that are both replicable and scalable, and expedite the construction of a metrological support system that keeps pace with the growth of the AI industry.
