On April 28, an article signed by the Party Committee of the SASAC and published in Study and Research highlighted the necessity of forging new growth avenues during the "15th Five-Year Plan" period. The article stressed the importance of implementing customized strategies for each enterprise, ensuring a seamless transition between old and new growth drivers, expediting the cultivation of emerging pillar industries, and fostering the establishment of a modern industrial system centered on advanced manufacturing. It underscored the need to strike a balance between upgrading traditional industries and nurturing emerging ones. On one hand, it is vital to promote the intelligent, green, and integrated transformation of traditional industries, deepen the integration of "AI+", accelerate technological advancements and equipment renewal, intensify energy conservation and carbon reduction efforts, and spur the upgrading of traditional industries. On the other hand, leveraging enterprise resources and industrial foundations, a strategy of "leading, catching up, and cultivating" should be adopted, with differentiated layouts to consolidate advantageous industries such as new energy and aerospace. Priority should be given to the development of new energy vehicles, artificial intelligence, and new materials, while proactively making strategic arrangements in cutting-edge fields like quantum information, nuclear fusion, and the low-altitude economy, thereby driving the robust development of emerging industries.
