China’s Cyberspace Regulator and Five Other Departments Jointly Roll Out Interim Measures for Managing AI-Powered Personified Interactive Services

On April 10, the Cyberspace Administration of China (CAC), in collaboration with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation, unveiled the Interim Measures for the Administration of Artificial Intelligence Personified Interactive Services. These measures are set to officially come into force on August 15, 2026. Adhering to the principles of being people-centered and intelligently benevolent, the Measures underscore the equal significance of development and security. They champion the innovative advancement of personified interactive services and adopt an inclusive, cautious, and categorized regulatory approach.

The Measures put forward numerous promotional initiatives, such as bolstering technological research and development innovation and encouraging the broader application of these services in domains like cultural dissemination and elderly companionship. Concurrently, the Measures outline the fundamental prerequisites for offering personified interactive services, forbid activities that jeopardize national security, honor, and interests, as well as incitement to subvert state power or overthrow the socialist system, and specify the safety management responsibilities of service providers. Moreover, they enhance the framework for safeguarding the rights and interests of internet users, with a particular focus on protecting the rights and interests of minors and the elderly, as well as personal information. Additionally, the Measures establish systems for safety assessment and algorithm registration and steer the development of an AI sandbox safety service platform.
