In a bid to foster the robust and standardized development of digital virtual human information services, the Cyberspace Administration of China (CAC) has formulated the "Administrative Measures for Digital Virtual Human Information Services (Draft for Public Comment)." This draft has been prepared in strict accordance with relevant laws and administrative regulations, including the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, and the Regulations on the Administration of Internet Information Services.
The CAC is now inviting public feedback on this draft. Members of the public are encouraged to submit their comments via email to shuziren@cac.gov.cn or by mail to the following address: Network Management Technology Bureau, Cyberspace Administration of China, No. 11 Chegongzhuang Street, Xicheng District, Beijing, Postal Code: 100044. Please indicate "Comments on Administrative Measures for Digital Virtual Human Information Services" on the envelope. The deadline for submissions is May 6, 2026.
The proposed measures are designed to safeguard the legitimate rights and interests of citizens, legal persons, and other organizations. They provide a clear definition of digital virtual human services, outline their scope of application and governance framework, and specify the responsibilities of all stakeholders involved. Key areas of focus include the protection of personal information, personality rights, intellectual property rights, and the rights of minors.
Additionally, the measures set forth requirements for service providers and users to conduct themselves responsibly. They mandate the adoption of technical measures to ensure data security, establish mechanisms for monitoring security risks and responding to emergencies, and promote industry self-regulation and technological innovation.
