At the 2026 National Two Sessions, Jiang Yaodong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and former Vice President of China University of Mining and Technology (Beijing), put forward a proposal to establish an incentive mechanism for enterprises to adopt 'AI Plus' strategies. This initiative aims to tackle employment challenges stemming from the integration of artificial intelligence (AI) into the real economy. He highlighted that current enterprise AI implementations are hindered by issues such as 'hesitancy in adoption,' 'lack of proficiency,' and 'qualification hurdles.' These obstacles impede the seamless fusion of AI with the real economy and hinder the enhancement of employment quality. To overcome these challenges, Jiang Yaodong suggested implementing a 'productivity-sharing' compensation model and creating an 'AI efficiency-sharing pool.' Under this framework, 10%-15% of the cost savings or additional revenue generated through AI applications would be earmarked as special bonuses. These bonuses would be awarded to AI tool developers and pioneering users, incentivizing innovation and adoption. Furthermore, he recommended collaborating with the Ministry of Human Resources and Social Security's digital technology engineer training initiative to establish a certification system for 'AI application skill levels.' Additionally, he proposed introducing policy guidelines and tax incentives to alleviate the financial burden of trial-and-error costs for enterprises.
