The open-source AI agent initiative, OpenClaw, has recently sparked a buzz within the AI sector, with the concept of 'nurturing lobsters' emerging as a fresh trend. In response, Shenzhen Longgang District has rolled out the 'Draft Measures by Shenzhen Longgang District to Foster the Growth of OpenClaw and OPC (Open for Public Feedback)'—dubbed the '10-Point Lobster Plan'. This initiative is designed to lure AI agent developers and OPC entrepreneurs from around the globe by offering 'zero-barrier entry' incentives.

The '10-Point Lobster Plan' delivers a suite of 'all-encompassing' services meticulously crafted to meet the evolving demands of AI agents. These encompass complimentary OpenClaw deployment, access to public datasets, data governance solutions, hardware acquisition subsidies, and rewards for technological innovations. Moreover, OPCs receive bespoke assistance, including complimentary computing resources, subsidies for large model API usage fees, backing for pilot projects, OPC community management support, as well as favorable policies for talent relocation, housing, and office spaces.

These proposed measures are now open for public scrutiny and are slated for implementation in 2026, with a three-year duration.
