During the 2026 sessions of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), Han Yongjiang, a member of the CPPCC National Committee and the Secretary of the Party Committee & Chairman of Tongfang Co., Ltd., put forth multiple proposals. These proposals primarily centered on reinforcing the leading role of enterprises in innovation and fostering the deep integration of technological advancements with various industries. Han advocated for broader applications of artificial intelligence (AI) in security checks, protection measures, industry, agriculture, and healthcare sectors. Moreover, he suggested integrating 'AI + nuclear technology' into China's national strategic planning to expedite the leapfrog development of the nuclear technology application industry through robust policy and resource support.

Han Yongjiang highlighted that China's nuclear technology application industry has sustained a growth rate between 15% and 20% over several consecutive years. However, he noted that there remains a significant gap in industrial scale when compared to developed countries. He emphasized that the 'multiplier effect' of AI could facilitate the upgrading and transformation of the nuclear technology industry. For instance, 'AI + nuclear technology' smart security check solutions have been extensively implemented in aviation and land ports, leading to dual enhancements in customs clearance efficiency and safety assurance. Furthermore, AI-enabled nuclear medicine has accelerated the development of new drugs, promoted the integration of intelligent diagnosis with telemedicine, and supported the widespread adoption of nuclear medicine services, adhering to the 'one county, one department' model.

In addition to these points, Han proposed measures such as strengthening the leading position of enterprises in innovation, refining the mechanism for the commercialization of scientific and technological achievements, and deepening talent evaluation reforms. These initiatives aim to promote the coordinated and sustainable development of technological innovation and industries.
