On March 6, information from disclosed documents revealed that U.S. officials are in the process of deliberating over the creation of a new regulatory framework governing the export of artificial intelligence (AI) chips. Under consideration is a proposal that would necessitate foreign countries to either invest in U.S. AI data centers or furnish security assurances as a condition for acquiring large-scale chip export licenses. The United States intends to classify countries seeking U.S. AI chips into four distinct tiers, with those procuring over 200,000 chips potentially facing the requirement to invest in U.S. data centers or bolster their security measures. It is important to note that these regulations have not yet been finalized and may be subject to further modifications. This initiative represents the inaugural effort to regulate the supply of AI chips to allies and partners since the Trump administration repealed the 'AI proliferation rules.'
