At the 2026 sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference (CPPCC), Cao Peng, a member of the CPPCC National Committee representing JD.com, put forth a series of targeted proposals. Firstly, he advocated for enhancing AI industry efficiency through bolstered semiconductor research and the establishment of a national-level computing power allocation network, thereby propelling AI from mere scale expansion to substantive efficiency gains. Secondly, he suggested accelerating the digital and intelligent transformation of corporate procurement and supply chains by standardizing products and implementing price indices, thereby aiding traditional industries in cost reduction and efficiency improvement. Thirdly, he called for a deeper rollout of rural policies for trading in old consumer goods for new ones, addressing challenges such as inadequate publicity and insufficient financial guidance. Fourthly, he proposed advancing healthcare supply-side reforms with AI, including fostering AI applications for specialized medical conditions and constructing a closed-loop ‘medication-testing-diagnosis-treatment’ model. Fifthly, he emphasized leveraging the efficiency of super supply chains to foster better supply-demand interaction and curb cutthroat competition. Sixthly, he recommended implementing a comprehensive service assurance model to safeguard the rights and interests of emerging employment groups, such as food delivery couriers, and foster their high-quality development.
