At the Two Sessions, a number of NPC deputies put forward the idea of creating a system for "indelible digital watermarks" to ensure that AI-generated content is permanently identifiable. NPC deputy Liu Xiaojing highlighted the misuse of AI-driven face-swapping and voice-mimicking technologies in harmful activities and called for the implementation of a "mandatory identification system for AI-generated content." This sentiment echoes the earlier remarks of Mo Yan, who shared similar concerns. China has already adopted the "Measures for the Identification of Artificial Intelligence-Generated and Synthetic Content," an internationally acknowledged approach to regulating AI content. These measures mandate the labeling of AI-generated content for identification purposes. To date, more than 490 large-scale models have been registered, and certain platforms have started to enforce these rules.
