US Mulls Capping NVIDIA H200 Chip Purchases by Chinese Buyers at 75,000 Units

US authorities are contemplating imposing restrictions on the quantity of NVIDIA's artificial intelligence accelerators that can be exported to Chinese firms. Earlier, the Trump administration had proposed setting a ceiling of 75,000 NVIDIA H200 chips per Chinese company, a limit that would also encompass shipments of AMD MI325 chips with comparable performance. The overall cap on graphics card shipments to China stands at 1 million units. However, the majority of current applications are submitted by a select few Chinese tech giants. Given the per-customer purchase limit, these firms can acquire, at most, a few hundred thousand units. The 75,000-unit cap falls significantly short of the procurement aspirations of companies such as Alibaba and ByteDance. When approached for comment on this issue, AMD and the US Department of Commerce's Bureau of Industry and Security declined to provide any statements, while NVIDIA, Alibaba, and ByteDance have not yet issued a response. The customer restrictions pose additional challenges for NVIDIA's re-entry into the Chinese market. Presently, NVIDIA is not generating any data center revenue from China and remains uncertain about whether China will permit imports, as Washington has authorized only a limited number of H200 chip exports.
