On the morning of January 25, the Fourth Session of the 16th Beijing Municipal People's Congress commenced, with Mayor Yin Yong presenting the government work report. The report outlined plans to bolster the efficiency of the technological innovation ecosystem. It emphasized the implementation of strategies for foundational research and pivotal breakthroughs in core technologies. Additionally, it highlighted the need to reinforce strategic scientific and technological forces, exemplified by national laboratories. New research and innovation platforms will be established in cutting-edge domains such as brain-computer interfaces and high-temperature superconductivity. Enterprises will also be encouraged to shoulder a greater share of scientific and technological research responsibilities.

Furthermore, Beijing is set to capitalize on the exemplary and pioneering role of Zhongguancun. This will involve introducing a fresh set of pilot reform measures and expediting the establishment of a globally preeminent science and technology park. In tandem with these efforts, Beijing will deepen the coordinated development of the "Three Cities and One District." Specifically, it will support the construction of an AI cluster zone within Zhongguancun Science City. Huairou Science City will witness a push towards the advancement of high-end scientific instrument and equipment industries. Future Science City will see an acceleration in the construction of pertinent bases and science towns. Moreover, innovative industrial cluster demonstration zones will be backed to more effectively integrate the R&D achievements emanating from the three cities.
