Shenzhen has unveiled its strategic plan, which is set to significantly bolster innovation and entrepreneurship within the artificial intelligence (AI) Operational Platform Company (OPC) sector. This plan adopts a dual-focus approach, targeting both tangible investments and human capital. It systematically pools resources for talent accommodation, industrial development, and ecological services, with a steadfast commitment to constructing premium OPC communities. These communities will offer all-encompassing support for entrepreneurs, fostering a dynamic environment conducive to innovation and enterprise.

By the end of 2027, the plan envisions the establishment of more than 10 OPC communities, each spanning at least 10,000 square meters. These communities are expected to demonstrate substantial clustering effects, leading the way at a national level. Additionally, the plan aims to cultivate over 1,000 AI startups with high growth potential, attract over 10,000 talented individuals in AI innovation and entrepreneurship, and forge a unique, highly influential OPC entrepreneurship ecosystem. This will position Shenzhen as the premier destination and ecological frontrunner for AI innovation and entrepreneurship across the country.
