On January 8, 2026, during the 2026 Industry Empowerment Shanghai Innovation Conference, China's inaugural provincial- and municipal-level white paper focusing on 'AI + Manufacturing' development, named The White Paper on the Development of 'AI + Manufacturing' in Shanghai 2025, made its official debut.

This white paper was spearheaded by the Shanghai Industrial Internet Association. With guidance from the Shanghai Municipal Commission of Economy and Informatization, it was co-compiled by the Municipal Industrial Digitalization Research Institute, the China Academy of Information and Communications Technology, the Shanghai Industrial Innovation Center, along with relevant leading enterprises, service providers, and research institutions.

Built on the foundation of constructing Shanghai's modern industrial system, the white paper conducts a systematic review of the existing experiences and practical achievements in Shanghai's 'AI + Manufacturing' field. This encompasses policy deployment, technological breakthroughs, scenario applications, and ecological cultivation. It delves into the current opportunities and challenges and puts forward recommendations for future development.

Moreover, the white paper explores five pivotal areas: policy coordination, the creation of demonstration scenarios, the establishment of integrated innovation bases, the construction of an industrial ecosystem, and talent development. For each of these areas, it offers corresponding macro-policy recommendations.

Data from the Shanghai Municipal Commission of Economy and Informatization indicates that throughout 2025, both the output value of Shanghai's AI manufacturing sector and the operating revenue of the software and information technology services industry are projected to experience double-digit growth.
