This plan envisages the execution of significant science and technology projects, notably in the realm of artificial intelligence, with a specific focus on key sectors such as specialized chips, large-scale models, and intelligent terminals (encompassing robots, low-altitude intelligent products, brain-computer interface products, and so forth).

The overarching goal is to comprehensively address core technologies, including advanced computing, embodied intelligence, low-altitude intelligence, and brain-inspired intelligence. Additionally, the plan emphasizes the need for scientific and technological research and development in critical basic materials, core components, parts, and terminal products.

Furthermore, the plan encourages enterprises within the province to form innovation consortia dedicated to the digital economy. It also advocates for the exploration of novel avenues for the commercialization of digital scientific and technological achievements, as well as the establishment of long-term cooperation mechanisms characterized by mutual benefits and shared risks.
