The advent of ChatGPT took the EU by surprise, compelling it to swiftly incorporate large-scale AI models into its regulatory purview. Throughout this regulatory evolution, the EU's stance on AI transitioned from a stringent regulatory approach to one aimed at fostering investment opportunities. However, in the face of mounting public dissent, the EU ultimately decided to delay the implementation of pivotal provisions within the AI Act and temporarily halted the regulation of high-risk AI applications.
