The Shanghai Municipal Commission of Economy and Informatization has recently unveiled the "Action Plan for the High-Quality Development of Shanghai's Intelligent Terminal Industry (2026 - 2027)." This strategic initiative is geared towards significantly expanding the scale of intelligent computing terminals. The plan outlines a series of measures, including expediting the rollout of edge intelligent computing all-in-one terminals, developing inference all-in-one machines capable of supporting lightweight large models, and offering plug-and-play AI edge solutions. These efforts are designed to facilitate the seamless integration and widespread application of artificial intelligence across diverse industries.
Simultaneously, the plan emphasizes the establishment of an industrial cluster dedicated to intelligent computing server terminals. It aims to bolster the system optimization capabilities of clusters comprising tens of thousands of cards, attract high-caliber domestic intelligent computing server manufacturers, and achieve an industrial scale worth billions of yuan. Ultimately, this initiative seeks to drive the large-scale adoption of core components, such as domestically produced GPUs and interconnection modules, thereby fostering a robust and self-reliant ecosystem in the intelligent computing sector.
