On August 14, 2025, China convened a press conference to showcase the advancements in the construction and development of Digital China during the 14th Five-Year Plan period. The conference highlighted that the application of AI in China has witnessed a remarkable expansion, with daily Token consumption skyrocketing from 100 billion at the start of 2024 to an astonishing 30 trillion by the end of June 2025 – a meteoric rise of over 300 times within just 1.5 years. By June 2025, China had curated over 35,000 high-quality datasets, collectively exceeding 400 petabytes (PB) in volume, and the data transaction volume approached 4 billion yuan, featuring 246PB of datasets listed for exchange. Cities such as Beijing and Shanghai have pioneered innovative models for data corpus equity participation, while seven cities, including Chengdu, have established data annotation bases. Notably, in domestic large-scale model training, Chinese data contributes to over 60% of the input, with select models reaching as high as 80%. Looking ahead, the country aims to further bolster the development of high-quality datasets, foster data hubs, and facilitate collaborative creation of data element value.
