In light of the profound influence wielded by artificial intelligence (AI) technologies and with a view to fostering digital inclusive development, the Policy and Economics Research Institute of the China Academy of Information and Communications Technology (CAICT) has recently published its Research Report on Digital Inclusive Development (2026) — delving into Technology Inclusivity and Practical Explorations in the AI Era. This report offers a comprehensive analysis, from both theoretical and practical standpoints, of the concept, current practices, challenges, and strategies pertinent to advancing digital inclusivity amidst the AI revolution. Furthermore, it introduces a holistic '123' framework, designed to cultivate widespread agreement, narrow the intelligence gap, harness the positive impacts of AI, and steer its development towards an upward and beneficial trajectory.
