The plan proposes to focus on areas such as embodied intelligence and intelligent driving, build a nationally leading core industrial cluster, promote innovation in intelligent products and terminals, and establish a coordinated development pattern across the entire industrial chain, including chips, large models, intelligent agents, and application services. At the same time, it aims to strengthen the echelon (which can be translated as "echelon" in this context) of AI enterprises, encourage collaboration between technology companies and leading manufacturing enterprises, and jointly establish benchmarks for the AI industry. By 2030, the operating income target for the core AI industry above designated size is set at RMB 1.2 trillion. The plan also emphasizes accelerating the development and application of intelligent agents, promoting leading enterprises to create innovative service platforms, attracting and nurturing native AI software companies, driving the intelligent transformation of traditional software, and providing technical support for intelligent agent developers. Additionally, it will accelerate business model innovation, promote the deepening of intelligent agents in vertical sectors, cross-industry integration, and their popularize (which can be translated as "popularization") among consumers.
